Does a percentage below 100% prove an ISP problem?
No. It only shows the measured rate as a percentage of the plan rate you entered. Wi-Fi, device limits, overhead, routing and plan wording can all affect observed throughput.
Protocol overhead, server limits and shared network activity can make observed results differ from the theoretical result.
